The session addresses: (1) conducting structured, domain-based needs assessments encompassing clinical scope, infrastructure, workforce, equipment/maintenance capacity, supply chain, referral pathways, research governance, and financing; (2) identifying common failure modes—including confusion over objectives and roles, logistical challenges, communication gaps, and misalignment between project authority and implementation capacity—and the upstream "red flags" that predict them; (3) translating needs assessment findings into phased partnership plans with realistic sequencing (pilot → consolidate → scale); and (4) implementing minimal governance structures including MOU, budget accountability, and data agreements that support equity and long-term durability.

Learning Objectives:

Conduct a locally led needs assessment using a structured, domain-based framework (clinical scope, infrastructure, workforce, equipment/maintenance, supply chain, referral pathways, research governance, financing).
Identify common failure modes of global ENT partnerships and the upstream “red flags” that predict them
